It was founded in 1989 at the 6th International Sports Conference in Düsseldorf, Germany, as an organizer of the International Paralympic Games.

Prior to the International Paralympic Committee (IPC), the International Stoke Mendville Federation of Sports (ISMGF) and the International Coordinating Committee (ICC) hosted the Paralympic Games.

All decisions and powers of the IPC are centered on the Executive Committee, and all executive members are elected at the General Assembly. The Executive Committee consists of one chairperson, two vice-chairmen, one secretary-general, one committee chairman, one technical chairman, three executive members and one athlete chairman, six regional committee chairmen (Africa, the Americas, Europe, the Middle East, South Pacific, Asia), and six international sports committee chairmen (ISMWSF, ISOD, IBSA, CP-ISRA, INAS_FMH, and CISS).


In addition, the IPC has established and operated seven permanent committees: the Technical Committee, the Mandatory Committee, the Finance Committee, the Athletes Committee, the Development Committee, the Legal Committee, and the Regional Committee for the development of sports for the disabled.

There is a sports association (SC) that is different from the sports council (SC).
The organization is organized in each sport, and if it has the right to decide on the rules, appointment of mandatory classification, and all operations for the Paralympic Games, it will have similar functions to the International Federation of Games (IF) recognized by the IOC.

In addition, there are the Paralympic Program Committee and the Steering Committee, which deal with the selection and regulation of Paralympic events, and the Disabled Sports Integration Committee (CIAD), which works to integrate with the general Olympics.

The Paralympic Games are for the disabled, where elite athletes with physical or visual disabilities can participate.
The competition is held every four years in the summer and winter in countries where the Olympics are held.
The Paralympic Games are open to athletes with spinal cord disorders, visual impairments, amputations and other disabilities, as well as cerebral palsy, including events held at the Olympics.
The 1952 event, which was held in Stokemandville, England, was first hosted by Dr. Ludwig Gutmann as the Paralympics in Rome in 1960.
